DIANA: MAJOR BREAKTHROUGH
RELENTLESS pressure from campaigners has forced French authorities to at last answer crucial questions about the death of Princess Diana.
Daily Express
10 Apr 2006

From Peter Allen in Paris

It appeared that a deadline requiring the officials to come clean about the tragedy would be ignored.

But, in an extraordinary twist just two hours before time was due to run out, they agreed to abide by a court order requiring full disclosure.

DIANA: Will the truth now be told at long last?

The French dossier is now being studied by lawyers who hope it will help to reveal the truth as to how and why Diana died in an underpass in Paris in August, 1997.

Lawyers at the European Court of Human Rights demanded originally that the French government should answer a number of questions by February.

The vital breakthrough followed eight years during which the Paris authorities were accused of suppressing evidence and bungling vital forensic tests. The deadline was then put back to last Thursday, April 6.

‘It has taken years but we are finally getting nearer to the truth on Diana’

With France experiencing its worst period of unrest for decades – riot police are now on stand-by in almost every major city including Paris – it appeared that the revised date might also prove impossible.

But relentless pressure heaped on the French appears to have finally done the trick.

A lawyer close to the case said: “This is an extremely important breakthrough.

“For a long time it looked as though the Paris authorities would never play ball, but now we have their report.

“It arrived in Strasbourg by fax late last week and lawyers are now going through it with a fine toothcomb.

“They are looking at every detail, including claims that false evidence was provided to the original French inquiry.

“We are very optimistic that this might help us to get closer to the truth after all these years.

“It is hoped that the answers will one day be made public. Initially, they will be used by all those working on the inquiry.”

The human rights court’s intention is to allow outside agencies, and especially the families of those who died alongside the Princess, to demand answers about what really happened before, during and after the car crash in the Alma underpass.

MYSTERY: Diana feared brakes would be tampered with

Questions include why it took so long for Diana to reach hospital, why pathologists broke French law by allowing her body to be embalmed – so making pregnancy tests invalid – and why blood tests on her so-called “drunk driver” have never been verified independently.

Such was the seriousness with which the human rights court viewed the case that it fast-tracked it through what is normally an extremely drawn-out process.

In normal circumstances, such a hearing could take 10 years to clear the court but on this occasion the matter was considered so urgent that it was made a priority.

Mohamed Al Fayed, father of Diana’s boyfriend Dodi, who died alongside the Princess and their French driver Henri Paul, said: “This is absolutely fantastic news and it is exactly what I have been fighting for now for nearly nine years.

“I have always said I will never rest until we get the answers. I’m absolutely delighted that the Daily Express has been able to put pressure on the French.

“It has taken a long time for the French to come up with this report and I will not rest until I get justice for Princess Diana and Dodi.”

An official French inquiry concluded that Paul was drunk and speeding in a car which he did not normally drive when he lost control.

But Harrods owner Mr Fayed has always claimed that his son and Diana were murdered. Mr Fayed claims that the couple were expecting a baby and that the British establishment did not think this acceptable.

Speculation was fuelled by a letter in which Diana said she feared she would die in a car crash and the brakes would be tampered with.

Mr Fayed petitioned the European Court under human rights legislation which guarantees everybody the right to life.

Mr Fayed’s lawyers successfully argued that the deaths were mysterious and relatives of the deceased had a legal right to a proper investigation. The ruling originally called on the French to answer all questions as “a matter of urgency”.

DETERMINED: Mohamed Al Fayed with son Dodi, who he says had made Diana pregnant

The court also asked why potentially crucial closed-circuit TV film of the crash scene has never been made available, what information the authorities had received from Henri Paul before the crash and who was behind media leaks accusing him of being drunk on the fateful night.

The new evidence will be made available to British detectives taking part in the £4million inquiry into the tragedy.

Codenamed Operation Paget, it is being led by former Scotland Yard Commissioner Lord Stevens.

It was ordered by the Royal Coroner last January when he reopened the inquest into the deaths.

The coroner, Michael Burgess, said that Scotland Yard should investigate every aspect of the deaths, including conspiracy theories that the Princess and Dodi were murdered by the British secret services.

But detectives have always complained that co-operation from Paris has never been as good as they might expect.

The British police report into Diana’s death is expected to be completed by next year and the inquest will take place shortly afterwards.
